A Salvadoran teenager who was released into the country as a minor by the Obama administration now faces charges for two murders in Houston.
The suspect, Jefferson Adonay Velasquez-Torres, from El Salvador, is accused of gunning down two different men in Harris County, Texas, since 2025.
Houston police filed the murder charge against Velasquez-Torres on July 29 stemming from a shooting outside of a Houston nightclub on April 27, which killed 27-year-old Noah Ramirez.
According to Fox 26 Houston, Velasquez-Torres was already in Harris County custody for another deadly shooting. The Harris County Sheriff’s Office also linked Velasquez-Torres to a fatal shooting at a house party in Houston on Aug. 30, 2025, which killed 17-year-old Angel Garcia.
That investigation took months, and while Velasquez-Torres was free, he is accused of participating in the second shooting in April.

On June 4, the HCSO Violent Criminals Apprehension Team arrested Velasquez-Torres for two unrelated warrants for aggravated robbery with a deadly weapon, Sheriff Ed Gonzalez said in a social media post.

Velasquez-Torres is now charged with two counts of murder, as well as aggravated assault with a deadly weapon.
He was booked in the Harris County Jail on $800,000 bond and remains on the July 29 murder charge after being denied bond, according to jail records.
According to other local reports, Velasquez-Torres has a pattern of allegedly robbing people at big parties.
U.S. Immigration and Customs Enforcement also lodged a detainer asking authorities in Harris County to not release the teenager from jail without notifying ICE.
Velasquez-Torres illegally entered the United States through Texas as a minor in 2014 and was released into the country by the Obama administration, the U.S. Department of Homeland Security said in a news release.
“He would not be in our country if it weren’t for the reckless open-border policies of the Obama Administration,” Assistant Secretary Lauren Bis said. “Thankfully, Texas cooperates with us and together we will ensure this public safety threat will never be loose on our streets.”
The Houston Police Department announced in a news release last week it had charged Velasquez-Torres with Ramirez’s murder outside the nightclub. Investigators said a fight inside the business led to the shooting.
Officers responded to a shooting call around 2 a.m. April 27 and found three people suffering from gunshot wounds. All three were transported to area hospitals and Ramirez later died.
While investigators searched for suspects in Garcia’s murder, Velasquez-Torres was still free. Sheriff Gonzalez said Garcia was at an outdoor house party last August when he was shot and killed.
The party reportedly had 200 attendees, many of them minors, who fled the scene before deputies arrived. Garcia was murdered after allegedly being approached by Velasquez-Torres and others, investigators said, and they believe it was a targeted act.
Another suspect, 19-year-old Enrique Aguilar, was also arrested for the deadly house party shooting, FOX 26 reported.
