Fabio Coutinho/Portugal/Criminal Sexual Act

On July 16, 2025, ICE Buffalo arrested Fabio Coutinho, a 49-year-old citizen of Portugal, following his conviction in Westchester County, New York, for a criminal sexual act. Coutinho is unlawfully present in the United States and was taken into ICE custody pending removal proceedings.

The conviction for a criminal sexual act is classified as an aggravated felony under U.S. immigration law, especially when involving non-consensual conduct or victims who are minors or otherwise vulnerable. Crimes of this nature result in mandatory detention and bar individuals from nearly all forms of immigration relief. Coutinho’s conviction marks him as a deportable alien subject to enforcement action.

ICE has not released details regarding Coutinho’s immigration history or when he entered the U.S., but due to the severity of his offense, he was identified as a priority for removal and arrested without incident. He is now being held in an ICE detention facility, where he will remain throughout his immigration proceedings.

An immigration judge will determine his removability. Based on the nature of his conviction, he is expected to be ordered removed and deported to Portugal upon completion of the legal process.
