U.S. Immigration and Customs Enforcement officers across the country continued their “worst first” mission this week, arresting multiple foreign nationals with criminal records involving child exploitation, gang corruption, and violent offenses. Here are five of the most egregious offenders arrested or charged in the last few days:
- Haitian national accused of destabilizing a foreign government
Homeland Security Investigations Miami arrested Pierre Reginald Boulos, a lawful permanent resident of Haitian citizenship, for violations of the Immigration and Nationality Act tied to foreign terrorism and fraud. Federal officials allege Boulos helped fuel gang violence and political instability in Haiti by supporting known gang leaders associated with the Viv Ansanm terrorist network.
Boulos also failed to disclose his political activities and corruption referrals when applying for U.S. residency. He is now in ICE custody pending removal proceedings.
- Puerto Rican teacher and self-proclaimed minister indicted for child exploitation
HSI San Juan agents arrested Aneudy Jazzan Pérez-Santiago, a 30-year-old teacher from Carolina, Puerto Rico, on charges of coercing and enticing a 14-year-old girl into sexual activity. From 2023 to 2025, Pérez-Santiago used social media and messaging apps to send obscene material to the child and attempt to manipulate her into illicit contact.
If convicted, Pérez-Santiago, faces a mandatory minimum of 10 years in federal prison with the possibility of a life sentence.
- Female religion teacher charged with trafficking two minors
Federal agents also arrested Lizamarie Rivera-García, 42, of Bayamón, Puerto Rico, on multiple counts including child sex trafficking and transportation of a minor to engage in criminal sexual activity. Court documents state that Rivera-García recruited and abused two underage boys, aged 15 and 17, using digital platforms to facilitate the crimes. She faces a minimum of 15 years in prison, with sentencing guidelines allowing for up to life.
Authorities described Rivera-García as someone who used her role as a religious educator to exploit children.
- Repeat violent offender arrested in New Mexico
ICE Enforcement and Removal Operations El Paso officers arrested Enrique Juarez-Juarez, 24, an illegal alien from Mexico living in Albuquerque. His record includes prior arrests for aggravated assault, child abuse, and burglary.
Juarez-Juarez remains in ICE custody and is pending deportation proceedings.
- Child sex abuser arrested in California
ICE Dallas officers arrested Alan Daneri Amaya-Lopez, a Honduran national convicted in Santa Ana, California, of child sexual abuse. Details of his criminal conduct were not released, but federal officials confirmed his conviction and detainment pending removal.
