ICE Enforcement and Removal Operations (ERO) Boston officers arrested Eloisio Francisco-De Moura, a citizen of Portugal unlawfully present in the United States, in Hartford, Connecticut. The arrest occurred following notification from local authorities of Francisco-De Moura’s criminal charges, which include sexual assault and disorderly conduct.

According to public records, Francisco-De Moura’s most serious charge involves sexual assault, a grave offense that initiated law enforcement involvement and led to his identification as an immigration enforcement priority. He was also charged with disorderly conduct, further reflecting a pattern of public disturbance and unlawful behavior. These charges prompted ICE officers to act swiftly in taking him into custody to ensure he does not evade accountability through immigration loopholes.

Francisco-De Moura had entered the United States legally but overstayed his authorized period of admission, rendering him unlawfully present. After his arrest by local law enforcement, ICE lodged an immigration detainer and subsequently took custody of him upon his release from local jurisdiction.

ICE confirmed that Francisco-De Moura is being held at an ICE detention facility pending the outcome of his immigration case. A Notice to Appear has been issued for his case to be heard by an immigration judge, who will determine whether he will be removed from the United States.
