Bo Pham, a 65-year-old citizen of Vietnam, was arrested on July 22 by ICE officers following his release from incarceration for serious felony convictions. Pham had previously been arrested and served prison time for the kidnapping and sexual assault of multiple women, crimes that led to his identification as a high-priority target for immigration enforcement due to their violent nature.

Records show Pham was convicted in state court of multiple felonies involving forcible abduction and sexual violence. Each case involved separate victims, and his conduct resulted in extended prison sentences. Following his incarceration, ICE initiated immigration enforcement actions due to his illegal presence in the United States and the severity of his criminal history.

Pham is currently held in ICE custody pending removal proceedings. Due to the gravity of his offenses, he has been designated for mandatory detention under U.S. immigration law. Officials have determined he has no lawful status in the United States and poses a risk to public safety. He will remain detained until his deportation process is complete and his removal to Vietnam is carried out.
