U.S. Immigration and Customs Enforcement announced the extradition of a fugitive wanted on serious drug trafficking charges.
Rosa De Arcos was extradited from Mexico to the United States on Aug. 8 and arraigned in federal court in San Diego, Calif. She faces charges of importing and conspiring to distribute methamphetamine, fentanyl, and cocaine following an extensive Homeland Security Investigations probe.

According to investigators, De Arcos and her co-defendant, Maria Elena Urena Cervantes, were implicated in trafficking activities through wiretap communications. In 2017, De Arcos was arrested for concealing 34 pounds of fentanyl in her vehicle. Both women initially appeared in court but failed to return for subsequent hearings in 2018, leading to bail jumping charges and a years-long effort to bring them back to the United States.
Urena was extradited in December 2023 and pleaded guilty in July 2024. De Arcos was arrested in Mexico in April 2025 before being returned to San Diego earlier this month. A status hearing in her case is scheduled for Aug. 25.
ICE officials said the extradition demonstrates the effectiveness of international cooperation in dismantling criminal networks. “This case underscores HSI’s unwavering commitment to pursuing justice, dismantling criminal networks, and protecting our communities from the devastating impact of dangerous narcotics,” said Shawn Gibson, special agent in charge of HSI San Diego. “Through close collaboration with our domestic and international partners, we have demonstrated that those who attempt to evade accountability will ultimately face the full weight of the law.”
Authorities confirmed that De Arcos will remain in custody as her case moves forward in federal court.
