ICE targets violent offenders in recent immigration arrests

U.S. Immigration and Customs Enforcement officers with Enforcement and Removal Operations Philadelphia arrested a convicted Guatemalan national with a violent criminal history in Delaware on Sept. 6.

The individual, identified as 32-year-old Mauricio Barrios Satay, had been residing unlawfully in the United States and was previously convicted of assault by intentionally or recklessly causing physical injury to another person. The offense took place in Milford, Delaware, and resulted in an 11-month sentence of confinement, followed by an additional 11 months of probation.

ICE officials confirmed that Barrios Satay’s conviction met the criteria for targeted immigration enforcement under the agency’s public safety priorities. His arrest was conducted without incident and followed standard procedures for noncitizens convicted of crimes involving violence or threats to others.

Information from ICE’s website indicates Barrios Satay is now in federal custody and will face removal proceedings in immigration court. His case highlights ICE’s continued efforts to apprehend and remove noncitizens whose actions pose a threat to public safety, especially in communities where local law enforcement partnerships aid in identifying individuals with prior convictions.

Just days after Barrios Satay’s arrest, ICE New York City officers arrested another violent criminal alien: 37-year-old Ruili Liu, a Chinese national, on September 6. Liu faces charges in New York for second-degree assault with intent to cause serious physical injury and for criminal obstruction of breathing or blood circulation. ICE officials confirmed that both cases reflect the agency’s continuing effort to remove violent offenders across a wide range of jurisdictions and nationalities.

While no local law enforcement agency has been named in the case, ICE has reiterated its ongoing collaboration with both state and municipal jurisdictions to pursue individuals who have violated both immigration law and criminal statutes.

Barrios Satay will remain in ICE custody pending the outcome of his immigration case. Agency officials confirmed that his removal is being prioritized under existing enforcement protocols for noncitizens convicted of violent offenses.

ICE Philadelphia leadership has not yet issued a formal statement regarding the arrest.
