Kou Xiong/Laos/Vehicle Theft, Possession of Stolen Property, Rape

Laotian national Kou Xiong was arrested by federal immigration authorities in Minnesota during Operation Metro Surge. Xiong was previously convicted of rape, rape with a weapon, sexual assault, statutory rape without force, two counts of burglary, and shoplifting. According to federal records, Xiong has had a final order of removal since August 16, 1996, nearly thirty years before his arrest.
