Laotian national Chi Nu Xiong, a criminal illegal alien, was later held in state custody at the Rush City prison after a 2018 case in which he threatened his family and sparked a statewide Amber Alert. St. Paul police and charging documents describe how Xiong, then 30, kidnapped his four young sons, sent videos to their mother saying he was going to kill himself and the children, and earlier that same day tried to stab his wife in the chest with scissors while high on meth.

Xiong’s convictions from that episode include multiple felonies tied to assault, threats, and kidnapping, with meth use and domestic violence woven through the case. After serving his sentence, he was held at the Minnesota Correctional Facility–Rush City, where recent Department of Corrections disclosures list him among incarcerated individuals whose cases have drawn renewed attention amid ongoing questions about prison safety and coordination with federal authorities.
