Hsa Moo/Burma/Sex Assault, Failure To Register As A Sex Offender
Burmese national Hsa Moo was arrested in Saint Cloud, Minnesota, during a federal enforcement action that targeted noncitizen offenders with prior sex assault convictions and registration violations. Local reporting lists him among 14 men DHS labeled hardened criminals in the Saint Cloud area, specifying that he had been convicted of sex assault and failing to register as a sex offender under Minnesota law. State corrections records indicate that Hsa Moo, DOC inmate number 268088, was released from Minnesota Correctional Facility–St. Cloud on April 28, 2025, shortly before becoming the subject of federal attention.
Following his release from state custody, federal officers took Moo into custody in Saint Cloud as part of ongoing operations connected to broader ICE activity in central Minnesota.
