In May 2025, Enforcement and Removal Operations (ERO) Seattle, with assistance from the U.S. Border Patrol and U.S. Marshals Service, arrested 40-year-old Chinese national Biquan Lu in Alaska following a state indictment for theft. Lu had previously been released on an immigration bond but came under renewed scrutiny after the recent criminal charge.

In addition to the current indictment, Lu has a prior conviction for fleeing law enforcement. His past conduct and new criminal charge prompted ERO to locate and detain him. Following his arrest, officials determined that Lu would remain in ICE custody pending the outcome of removal proceedings. His re-arrest signals a shift from supervised release to secure detention due to escalated concerns over his compliance and public safety risk.

ICE confirmed that Lu is unlawfully present in the United States and has no legal immigration status permitting him to remain. He is currently being held in a secure facility while his immigration case proceeds through the legal system. Removal proceedings will determine whether he will be returned to China following resolution of the criminal matter. ICE continues to coordinate closely with local and federal law enforcement agencies to carry out such arrests and uphold immigration law.
