Albino Rios Portela, a 38-year-old citizen of Mexico, was arrested by Enforcement and Removal Operations (ERO) New Orleans as part of an operation targeting foreign nationals with violent criminal histories. Portela, who is unlawfully present in the United States, was taken into custody without incident following coordination with local authorities in Louisiana.
His criminal record includes a felony conviction for assault, a serious offense that placed him on ICE’s radar for enforcement and removal. The conviction stems from a violent altercation in which Portela inflicted bodily harm on another individual, resulting in legal proceedings and subsequent sentencing. Following his conviction, immigration officials placed a detainer on Portela due to his unlawful status and the severity of his offense.
Portela had no lawful immigration status at the time of his arrest and had not initiated any formal process to regularize his presence in the U.S. ERO officers confirmed his identity and background through biometric and database checks and determined he met the criteria for removal based on his felony record and illegal entry into the country.
After being processed by ICE, Portela was transferred to an ICE detention facility pending immigration proceedings before an immigration judge. If ordered removed, ICE will coordinate with Mexican authorities to facilitate his return.
