Dao Moua/Laos/Criminal Sexual Conduct

Dao Moua, a 46-year-old illegal alien from Laos, was arrested by Homeland Security Investigations (HSI) St. Paul in collaboration with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the Internal Revenue Service Criminal Investigation (IRS-CI), and the U.S. Marshals Service. Moua is a convicted sex offender with a criminal history that includes third-degree criminal sexual conduct involving a victim incapable of consent due to age or vulnerability.

Federal agents identified Moua as unlawfully present in the United States and prioritized him as part of a targeted enforcement effort focused on removing criminal aliens with sex crime convictions. The arrest was carried out in a coordinated operation designed to identify, locate, and detain high-risk individuals with prior convictions involving minors or vulnerable persons.

Moua’s conviction reflects a serious offense under Minnesota law, and he had been under investigation by multiple agencies due to his noncompliance with sex offender registration and immigration requirements. Upon arrest, Moua was taken into ICE custody without incident and is being processed for removal proceedings. His detention follows a broader initiative to apprehend non-citizens with histories of predatory or violent behavior.
