ICE Miami officers arrested Haitian national Dimitri Vorbe on September 23 for violating the Immigration and Nationality Act after a federal investigation linked him to a campaign of violence and gang support in Haiti. The case was developed jointly by Homeland Security Investigations, Enforcement and Removal Operations, the State Department’s Diplomatic Security Service, and USCIS’s Fraud Detection and National Security Directorate.​

The U.S. Department of State formally determined that Vorbe’s presence and activities in the United States could cause serious adverse foreign policy consequences, providing the specific legal basis for his removability. Officials concluded he had engaged in sustained support for violent gangs and other actions that contributed directly to Haiti’s destabilization.​

Vorbe was taken into ICE custody in the Miami area and is currently being held while removal proceedings move forward under the foreign‑policy and immigration‑violation grounds cited by the State Department and federal investigators.
