Emilio Hor-Caal, a 35-year-old citizen of Guatemala and an illegal alien present in the United States, was arrested by ICE New Orleans following his release from local custody. Hor-Caal has a violent criminal record that includes a conviction for aggravated assault by strangulation—a felony offense involving the intentional obstruction of another person’s airway during a physical attack. This form of assault is considered especially dangerous due to its high potential for causing serious bodily harm or death.
In addition to the felony assault, Hor-Caal has also been convicted of domestic assault resulting in bodily injury. The offense involved a physical altercation with a household member, during which the victim sustained visible injuries. Law enforcement officers responding to the scene determined that Hor-Caal was the primary aggressor and took him into custody.
