ICE New Orleans arrested Humberto Vargas-Lopez, a citizen of Cuba and an illegal alien present in the United States. Vargas-Lopez has a violent criminal history, including a conviction for aggravated rape, a felony offense involving sexual assault under aggravated circumstances such as the use of force or threats. His record also includes aggravated burglary, a crime typically involving unlawful entry into a residence with the intent to commit a violent offense.

In addition to those serious charges, Vargas-Lopez has a conviction for possession of a controlled substance—cocaine. Drug-related offenses of this nature are often associated with broader criminal activity and pose significant risks to public safety.
