Javier Luevano Plascencia/Mexico/Criminally Negligent Homicide, Strangulation, Assault

Officers with U.S. Immigration and Customs Enforcement (ICE) in Seattle arrested Javier Luevano Plascencia, a criminal illegal alien from Mexico, on December 11 immediately after his release from the Marion County Jail. Luevano Plascencia has a violent criminal history, including convictions for criminally negligent homicide, strangulation, and assault.

Authorities noted that previous ICE detainers lodged against him had not been honored by local officials, necessitating the direct arrest upon his release. An ICE spokesman described the operation as a critical success, stating, “Violent offender finally detained.”

Luevano Plascencia is now in federal custody pending removal proceedings. Officials emphasized the serious danger posed by releasing individuals with histories of homicide and strangulation back into the community. The arrest underscores the agency’s persistence in apprehending removable noncitizens despite challenges with local detainer cooperation.
