ICE New Orleans arrested Jorge Contreras Hernandez, a citizen of Honduras. Court records show a felony conviction for domestic abuse—strangulation, for which a judge imposed a five year prison sentence. Officers located and arrested him in the New Orleans area and booked him into immigration detention; he remains held while removal proceedings are scheduled before an immigration judge.

Domestic abuse by strangulation penalizes intentionally impeding a victim’s breathing or blood flow by applying pressure to the neck. Investigations typically rely on victim statements, medical documentation of neck injuries and petechiae, photographs, 911 audio, and body worn camera video. Prosecutors also present prior incident histories and protective order violations when relevant.
