In April 2025, local authorities in Dallas County, Texas, arrested Jose Gonzalez Bocanegra, a noncitizen who is currently the subject of an immigration detainer issued by U.S. Immigration and Customs Enforcement (ICE). Bocanegra was taken into custody on charges related to privacy violations after allegedly recording or photographing individuals in a restricted setting.

According to arrest records, Bocanegra was charged with “Improper Photo or Video in a Bathroom or Dressing Room,” a criminal offense under Texas law. The charge stemmed from an incident in which he was accused of using a recording device to capture images or video in a private space without consent. The alleged violation occurred in a public facility and was reported to law enforcement by witnesses, who detained him until police arrived.

Following his arrest, ICE Enforcement and Removal Operations (ERO) issued an immigration detainer to ensure that Bocanegra would be transferred into federal custody upon his release from local jail. The detainer requests that local law enforcement notify ICE prior to his release and hold him for up to 48 hours to allow for transfer.

ICE confirmed that Bocanegra is unlawfully present in the United States and does not have any pending applications for legal status. Once transferred to ICE custody, he will face removal proceedings before an immigration judge. His case remains under review while local criminal charges are adjudicated.
