Jose Raul Garcia Vencez, a 38-year-old citizen of Mexico, was arrested by U.S. Immigration and Customs Enforcement officers from Enforcement and Removal Operations (ERO) Detroit and Homeland Security Investigations (HSI) Detroit during a targeted enforcement action in Holland, Michigan on June 10. Garcia is unlawfully present in the United States and has an immigration history that includes two prior removals.
Garcia’s most recent encounter with law enforcement came after he was charged with operating a vehicle while intoxicated (OWI), a serious offense that placed him on ICE’s enforcement radar. ICE officers executed the arrest without incident in the parking lot of a residential complex. At the time of arrest, Garcia was out on bond related to the pending OWI charge.
Records indicate that Garcia had been previously removed from the United States in 2013 and again in 2017 after illegal entries through the southern border. In both instances, he was returned to Mexico via removal flights coordinated by ERO. His return to the United States without legal permission following these removals constitutes a federal violation under immigration law and has triggered additional removal proceedings.
Garcia is now in ICE custody at the Calhoun County Correctional Center, where he awaits a hearing before an immigration judge. His case will be reviewed for reinstatement of prior removal orders based on his repeat violations.
