Burmese national Kaw Bleh Htoo, listed in Minnesota Department of Corrections records as inmate number 265681, was released from the Minnesota Correctional Facility–Faribault on April 24, 2025, at 8:40 a.m. Court and news records show he was previously convicted in Ramsey County of second-degree assault and two counts of first-degree attempted aggravated robbery for shooting a man during an attempted catalytic converter theft in Saint Paul. Federal materials summarizing his record further describe his conduct as aggravated assault with a firearm and robbery-type offenses consistent with a street-gun incident, followed by efforts to avoid apprehension.

After his Faribault release, Htoo was arrested in Minnesota during a federal operation targeting violent felons with gun-related assault and robbery histories. He is now in federal custody and faces immigration proceedings that could result in removal from the United States based on his aggravated assault with a gun and robbery offenses.
