Marcelino Flores-Betancourt/Mexico/Aggravated Assault and Deadly Conduct

On January 28, 2025, ICE Houston arrested Marcelino Flores-Betancourt, a citizen of Mexico. Flores-Betancourt is a confirmed member of the Tango Blast Gang.

Flores-Betancourt has numerous previous criminal convictions including Aggravated Assault and Deadly Conduct. ICE Houston issued an I-871, Notice of Intent/Decision to Reinstate Prior Order of Removal. Flores-Betancourt is detained at the Montgomery Processing Center in Conroe, TX pending his removal to Mexico.

In a similar case, on January 28, 2025, ICE’s Enforcement and Removal Operations (ERO) Houston arrested 38-year-old Mexican national Juan Carlos Ramirez during a targeted enforcement action in Texas. Ramirez is a confirmed member of the Paisas gang, a criminal organization known for its involvement in violent crimes and drug trafficking across the state.

According to ICE records, Ramirez has a criminal history that includes convictions for aggravated assault and deadly conduct. He had previously been removed from the United States but unlawfully reentered the country at an unknown time and location. Upon his arrest, ICE officers issued an I-871 Notice of Intent/Decision to Reinstate Prior Order of Removal, citing his prior deportation and illegal reentry as violations of the Immigration and Nationality Act.

Ramirez is currently detained at the Montgomery Processing Center in Conroe, Texas, where he awaits removal proceedings. Due to his gang affiliation and serious criminal convictions, he is considered a high-priority case for enforcement and removal.
