On February 20th, 2025, ICE Harrisburg arrested Noel Chinchilla-Avilez, a Honduran national for Failure to Depart and Hampering Departure. This case is being prosecuted by the U.S. Attorney’s Office for the Middle District of Pennsylvania and a detainer has also been lodged.

Chinchilla-Avilez was previously arrested by the New York Police Department (NYPD) for rape in the 2nd degree and arrested by the York PA police for receiving stolen property.

“The arrest of Noel Chinchilla-Avilez, a criminal alien with a history of serious offenses, highlights our unwavering commitment to public safety. Our officers work tirelessly to protect our communities by removing individuals who pose a threat to our nation’s security,” said ICE Enforcement and Removal Operations Philadelphia acting Field Office Director Brian McShane. “We will continue to prioritize the safety and wellbeing of the American public by ensuring that dangerous criminals are held accountable and removed from our streets.”

One day later, ICE New York arrested Alejandro Salazar, a 44-year-old Mexican national illegally present in the U.S. He was arrested after his release from Clinton Correctional Facility in Dannemora, New York. Salazar was convicted of first-degree rape, serving his sentence before ICE Enforcement and Removal Operations (ERO) Buffalo officers took him into custody.

ICE officials emphasized their commitment to apprehending individuals with serious criminal convictions. Salazar remains in ICE custody, pending removal proceedings.
