ICE Los Angeles, in coordination with federal law enforcement partners, arrested Quoc Dung Pham, a 63-year-old citizen of Vietnam, for immigration violations following his release from incarceration. Pham, a criminal alien, had previously been arrested and served a substantial prison sentence stemming from serious convictions involving the kidnapping and sexual assault of multiple women. His past offenses placed him among high-priority targets for immigration enforcement due to the violent and predatory nature of the crimes.
Authorities confirmed that Pham had been previously convicted in California courts for multiple felony counts involving forcible abduction and sexual assault. These crimes involved separate incidents, each resulting in lengthy judicial proceedings and a prison term. Upon his release, immigration officials initiated proceedings to take him into custody under administrative immigration authority. His case was referred to ICE following notification of his release by the Department of Corrections.
Pham is now being held in ICE custody while removal proceedings are underway. He is considered both a threat due to the nature of his convictions and a flight risk given his prior criminal activity and immigration status. ICE has confirmed he has no legal basis to remain in the United States and will remain detained until his removal from the country is completed.
