Rigoberto Roman-Bailon, 30, a citizen of Mexico who is unlawfully present in the United States, was arrested by ICE officers from the Chicago field office during targeted enforcement efforts aimed at locating and removing noncitizens with serious criminal backgrounds. Roman-Bailon has a troubling history of sexual offenses involving minors, placing him among those prioritized by ICE due to significant public safety concerns.

Roman-Bailon’s criminal record began with a 2019 conviction for sexual intercourse with a child aged 16 or older—a conviction that reflects the seriousness of his offenses and his willingness to prey on vulnerable individuals. His criminal conduct has not ceased. In 2024, he was arrested in Wisconsin on charges of child sexual assault, signaling a continuing pattern of predatory behavior and posing heightened danger to the community, particularly to minors.

Adding to his legal troubles, Roman-Bailon was also charged in April 2024 with bail jumping, which suggests he failed to comply with court-ordered conditions and displayed a disregard for the legal system. Such behavior underscores concerns that he cannot be trusted to abide by the laws and processes governing his presence in the U.S.

Following his arrest, Roman-Bailon was placed into ICE custody, where he will remain pending immigration proceedings. Given the gravity of his crimes and the nature of his offenses involving children, ICE will pursue his removal to ensure public safety.
