Steven Carter Bell, a Canadian national, was arrested by U.S. Immigration and Customs Enforcement (ICE) following convictions for two counts of sexual abuse in the first degree constituting domestic violence and one count of invasion of personal privacy in the first degree. The charges establish a pattern of sexual offenses and privacy violations within a domestic relationship.
Bell’s sexual abuse convictions reflect forcible sexual contact against an intimate partner, meeting first-degree elements that require proof of nonconsensual, contact-based conduct under state law. Court records indicate a domestic setting and repeated misconduct, establishing a pattern rather than an isolated event. The invasion of privacy offense documents unlawful recording or viewing of another person for sexual gratification without consent, graded at the first-degree level due to aggravating circumstances.
Following the completion of his criminal sentence, ICE Enforcement and Removal Operations (ERO) took Bell into custody. He is currently detained pending removal proceedings to Canada.
“ICE prioritizes the removal of foreign nationals convicted of first-degree sexual offenses and privacy violations involving intimate partners,” said an ICE spokesman. “These convictions represent serious crimes that endanger victims and violate fundamental personal privacy rights.”
The arrest represents ICE enforcement against a foreign national with felony-level sexual abuse and privacy invasion convictions. The case was coordinated between federal immigration authorities and state law enforcement agencies that initially prosecuted the domestic violence-related charges.
