On May 15, 2025, ICE officers in Philadelphia arrested Tito Flores-Gonzalez, a 27-year-old Mexican national, during a targeted enforcement operation. Flores-Gonzalez had previously been deported from the United States on two occasions but reentered unlawfully. He was most recently arrested by the Delaware State Police on January 15, 2025, and charged with attempted kidnapping in the second degree, terroristic threatening, harassment, and offensive touching. He was later convicted of multiple charges including terroristic threatening and served time in local custody.

Following his release, Flores-Gonzalez was not turned over to ICE despite his immigration history and pending detainers. Instead, he was released back into the community. ICE Enforcement and Removal Operations later located and arrested him at a residence in the Philadelphia area without incident. He was processed and transported to an ICE detention center, where he is currently held.

Flores-Gonzalez had first entered the U.S. unlawfully near the southwest border and was removed voluntarily in both 2020 and 2022. With his reentry after deportation and his recent convictions, ICE has moved to reinstate his prior removal order. He now awaits proceedings before an immigration judge.
