Victor Amaya-Luis/Mexico/Abuse of a Minor

On February 4, 2025, U.S. Immigration and Customs Enforcement (ICE) officers in Baltimore apprehended Victor Amaya-Luis, a Mexican national, following his release from local custody. Amaya-Luis had been convicted of second-degree assault related to the sexual abuse of a minor and was sentenced to six months’ probation.

After completing his sentence, ICE officers took him into custody to initiate removal proceedings. He is currently being held at an ICE detention facility pending the outcome of his immigration case.

In a similar case, on April 5, 2025, ICE officers in La Plata, Maryland, arrested Keycy Robinson Alexis Barrera-Rosa, a 23-year-old Guatemalan national. Barrera-Rosa had been residing illegally in the U.S. and was charged with the murder of his girlfriend, Lesbia Mileth Ramirez Guerra, whose body was discovered buried in Maryland’s Cedarville State Forest on April 17, 2025.

Investigators used digital evidence to locate her remains. Barrera-Rosa had initially reported her missing on April 2. His uncle, Rolvin Eduardo Bererra Bererra, 37, was also arrested and charged as an accessory after the fact for allegedly helping to bury the body.

Both men had entered the U.S. illegally near El Paso, Texas, in April 2019 and were issued notices to appear before an immigration judge. Barrera-Rosa is currently being held in Virginia, awaiting extradition to Maryland. His uncle is held without bond at the Charles County Detention Center.
