ICE Los Angeles HSI Integrated Operations Group arrested Victor Manuel Mendoza-Rivas, a 61-year-old Mexican national, on August twelve. According to arrest paperwork, he faces state charges for transportation and sale of narcotics and for sexual assault of a minor. He was taken into custody in the Los Angeles area and transferred to an ICE facility for intake. He will remain in immigration detention while his case proceeds through removal proceedings before an immigration judge. These are charges, not convictions; the criminal allegations will be adjudicated in the appropriate court under the applicable burden of proof.

Transportation and sale of narcotics is charged when a person moves or distributes a controlled substance with the intent to place it into illegal commerce. Investigations of this kind often rely on controlled buys, surveillance, intercepted communications, packaging evidence, and laboratory confirmation of seized material. Sexual assault of a minor addresses unlawful sexual conduct involving a child below the statutory age threshold.
