by G. George | July 18, 2025

ICE Harlingen arrested Yoandy Carrillo-Abril, a 47-year-old citizen and national of Cuba, on July 11, 2025, following his identification as a removable noncitizen due to criminal convictions and immigration violations in the United States. According to ICE records, Carrillo-Abril was convicted of conspiracy to transport an undocumented alien within the United States, an offense involving the coordination or facilitation of moving individuals who lack lawful immigration status. Such crimes are taken seriously under federal law due to the risks they pose to border security, public safety, and the potential exploitation of migrants. Convictions for alien smuggling or transportation are often classified as aggravated felonies under U.S. immigration law, leading to mandatory detention and removal proceedings.

In addition to his involvement in immigration-related offenses, Carrillo-Abril has been convicted of violating motor fuel tax requirements, indicating unlawful conduct related to the reporting, payment, or handling of fuel taxes. While not typically classified as a violent crime, tax-related offenses are nonetheless significant violations of state or federal law and can contribute to a noncitizen’s removability, especially when combined with other criminal conduct.

Carrillo-Abril also violated the terms of his admission into the United States, further compounding his immigration violations and reinforcing grounds for his removal. ICE has not released additional details regarding the specific circumstances of Carrillo-Abril’s offenses, the locations where they occurred, or whether he has other criminal history beyond those listed. As of the latest report, Carrillo-Abril remains in ICE custody pending further immigration proceedings to determine his future status in the United States.
