Yu Pan/China/Second-Degree Murder

In May 2025, ICE Enforcement and Removal Operations (ERO) New York arrested Yu Pan, a Chinese national with a prior conviction for second-degree murder. Pan was taken into custody in New York following his release from state prison, where he had served over a decade for a fatal stabbing that occurred in Manhattan. ERO officers executed the arrest as part of a targeted operation focusing on noncitizens with serious felony convictions.

Pan was convicted in the New York County Supreme Court for his role in the 2011 homicide. According to case records, the incident involved a confrontation in which Pan fatally stabbed another man during a dispute outside a restaurant in the Lower East Side. Witness testimony and surveillance footage led to his arrest shortly after the incident. He was convicted of second-degree murder and sentenced to 15 years to life in state prison.

Due to his immigration status and the severity of the conviction, ICE lodged a detainer during his incarceration. Upon completion of his sentence, Pan was transferred directly into ICE custody. He had no legal status in the United States at the time of his arrest and had previously overstayed a temporary visa.

Pan is currently detained at an ICE facility in New York pending removal proceedings. He is not eligible for relief due to his criminal conviction and will remain in custody until he is deported to China.
