Three businesses in Colorado face over $8 million total in fines for employing illegal immigrant workers, U.S. Immigration and Customs Enforcement said this week.
“We notified three Colorado businesses of our intent to issue significant fines due to illegal alien employment violations,” the agency said in a post on X Wednesday.

The largest offender was CCS Denver, Inc., a commercial janitorial and maintenance company, which faces an almost $6.3 million fine for “knowingly” employing at least 87 illegal workers.
PBC Commercial Cleaning Systems, Inc., a commercial cleaning service based in Fort Collins, had at least 12 unauthorized workers and is facing a $1.6 million fine. The third company, Green Management Denver, had 44 illegal employees but a $270,000 fine.
“The employment of unauthorized workers undermines the integrity of our immigration system and puts law-abiding employers at a disadvantage,” ICE Special Agent in Charge Steve Cagen said in a statement. “These penalties reinforce our commitment to uphold the law and promote a culture of compliance.”
ICE’s Homeland Security Investigations uses I-9 audits, civil fines and debarment referrals to enforce compliance. The agency can also criminally arrest employers for lack of compliance and administratively arrest illegal workers.
Colorado and Denver specifically are known as “sanctuary” locations, where local law enforcement is often barred from working with federal agencies like ICE to deport illegals. Over 45,000 illegals have entered Denver since the end of 2022.
