A Honduran national arrested for heinous sex crimes against a child under age 12 in Kentucky has illegally entered the country multiple times, according to immigration officials.
The suspect, Jorge Luis Martinez-Ulloa, a 31-year-old illegal alien from Honduras, is accused of kidnapping, strangulation and rape of a young girl in Lexington, Kentucky.
U.S. Immigration and Customs Enforcement lodged a detainer for the accused child sexual predator to take him into custody if he would make bail.
Martinez-Ulloa has also repeatedly violated the nation’s boundaries and U.S. immigration laws by illegally crossing the border at least five times.
The U.S. Department of Homeland Security blasted previous administrations on social media for lax border policies. DHS said Martinez-Ulloa returned three times in 10 days in 2021 and asked local authorities to not release him.

“This child predator should have NEVER been in our country, but illegally entered our nation 4 TIMES under the Obama and Biden administrations. He entered a fifth time at an unknown date,” DHS shared on social media.
Martinez-Ulloa was arrested and charged with kidnapping and raping a child at his Lexington apartment on Saturday, March 28, the Lexington Herald Leader reported.
He faces two counts of first-degree rape of a victim younger than 12, two counts of first-degree sodomy of a victim younger than 12 and two counts of first-degree sexual abuse of a victim younger than 12.
The victim, who officials said is under the age of 12, was taken to a local hospital for treatment.
Police responded to a report of a child assault victim at the apartment in the city’s Cardinal Valley neighborhood, the Herald Leader reported. Lexington is about 80 miles east of Louisville, Kentucky.
According to court documents, the girl did not know Martinez-Ulloa. He allegedly grabbed the victim by her arm and neck, trapped her inside his apartment and raped her.
The girl told officials she escaped from his apartment through a window, the Herald Leader reported.
On March 29, ICE requested the Fayette County Jail not release the child predator back into American communities without notifying ICE. DHS shared in a news release that local officials are cooperating with federal authorities, adding that 7 out of the 10 safest cities in the U.S. cooperate with ICE.
“Thankfully, Lexington cooperates with ICE, so this pedophile will not be released from jail back into American neighborhoods,” said DHS Acting Assistant Secretary Lauren Bis. “We need more cities and states to cooperate with us to help remove sickos like this from our country. Under President Trump and Secretary Mullin, ICE will continue arresting and removing child rapists from our country.”
According to DHS records, Martinez-Ulloa made his first illegal crossing in 2012, under the Obama administration, near Laredo, Texas.
He was removed back to Honduras but tried to illegally reenter three times in February and March of 2021, under the Biden administration, DHS said.
Federal officials did not say if he was deported or if he voluntarily left and returned on his own during that stretch. He illegally crossed for a fifth time at an unknown location and date.
Martinez-Ulloa was arraigned last week in Fayette District Court. Fayette District Judge Melissa Murphy left Martinez Ulloa’s bond unchanged at $100,000. A preliminary hearing in his case has been scheduled for Tuesday, April 7, the Herald Leader reported.
