ICE’s Homeland Security Investigations Mobile, working with U.S. and Mexican partners, located and rescued a three‑year‑old child who had been abducted from Alabama and taken across the border to Mexico by her mother, Haley Harris. Harris allegedly took the child from the father’s home in Orange Beach and quickly flew through multiple U.S. cities before entering Mexico, in what investigators describe as an effort to evade U.S. authorities.
During the investigation, agents learned that while unlawfully keeping the child, Harris repeatedly contacted her boyfriend, Pedro Pedraza‑Trejo, an illegal alien facing pending charges in Washington State for multiple counts of child molestation and rape of a child. Investigators view this pattern of communication as evidence of significant risk to the child’s safety and well‑being.
Through coordinated work by HSI Mobile, HSI Mexico City, the State Department, FBI, U.S. Marshals, Baldwin County Sheriff’s Office, Orange Beach Police, and Mexico’s National Institute of Migration, Harris was arrested in Mexico, extradited, and taken into federal custody on September 28.

Schrank said in a news release. “This case highlights the power of collaboration between U.S. and international law enforcement agencies. Thanks to the swift and decisive actions of our dedicated agents and partners, a child has been safely reunited with her family, and the individual responsible will face the consequences of her actions.”
