ICE arrests Sierra Leone national suspected of rape, training as corrections officer

An illegal immigrant from Sierra Leone accused of several sex crimes in Pennsylvania was released by the county jail where he was training to work as a corrections officer, immigration officials said this past Friday.

Ibrahim George Kallon is now in the custody of U.S. Immigration and Customs Enforcement after ICE ERO in Philadelphia arrested him at-large on Feb. 11.

George W. Hill Correctional Facility is a county jail and prison located in Delaware County, Pennsylvania, in the townships of Thornbury and Concord.

Kallon was training to become a Delaware County Prison corrections officer at the time of his arrest. He was arrested in 2025 on sex charges, and the facility released him back into the community despite an immigration detainer, ICE shared on social media.

“ILLEGAL ALIEN CHARGED WITH RAPE WHILE TRAINING AS A CORRECTIONS OFFICER SET FREE BY PRISON,” ICE wrote on X. “If the county won’t protect its own residents, we’ll do it for them.”

Kallon was arrested and charged by Glenolden Police Department in Glenolden, Pa., for rape, involuntary deviate sexual intercourse, sexual assault, aggravated indecent assault, false imprisonment and indecent assault

He entered the United States on a visitor visa that expired in 2024, ICE said.

ERO Philadelphia shared its own post on Kallon’s arrest, adding “In 2025, Kallon was charged w/ rape, IDSI, sexual assault and false imprisonment. @DelCoPa released him without alerting ICE! Now in our custody!”

Kallon isn’t the only illegal immigrant recently busted for trying to work in corrections in the United States. In January, ICE detained Morris Brown, 45, a Liberian national described as a “serial immigration fraudster” by U.S. Citizenship and Immigration Services

He was identified during Minnesota’s Operation Twin Shield and accused of “masquerading as a U.S. citizen” and working as a Minnesota Department of Corrections prison guard.

In addition, federal authorities have apprehended two other violent criminal illegal aliens who hail from Sierra Leone, a predominantly-Islamic West African nation, in recent weeks. This comes as an alleged African jihadist carried out a terror attack at a bar in Austin, Texas, this weekend.

On Feb. 25, Sierra Leone national Abdul Jalloh was charged in the brutal stabbing murder of Stephanie Minter in Fairfax County, Virginia — a sanctuary jurisdiction.

Minter’s body was found on Feb. 23 at a local bus stop with multiple stab wounds to the upper body, according to the U.S Department of Homeland Security.

Jalloh, 32, was arrested the following day in connection with a larceny in the area and later charged with killing the 41-year-old mother from Fredericksburg, Va. ICE lodged a detainer requesting Virginia not release the career criminal illegal alien with more than 30 arrests.

Abu Gbla, also from Sierra Leone, was recently taken into ICE custody in Arlington, Va., by ICE ERO Washington. Gbla had prior arrests for assault, larceny, kidnapping, abduction, aggravated assault of police officer, property damage, violating a court order and a probation violation.

ICE ERO Philadelphia continues to take criminal illegal immigrants off the streets and shared other recent arrests on its X account.

Guatemalan national Darwin Rene Ramos‑Soto was arrested Feb. 14 in Upper Darby for assault, harassment, disorderly conduct and public drunkenness plus Laken Riley Act offenses.

“@DelcoPAGov ignored an ICE detainer. Now in ICE custody!” ERO Philadelphia wrote on X.

On Feb. 22, ERO Philadelphia arrested Guatemalan illegal immigrant Marvin Oliva-Rodriguez, in Philadelphia. He was arrested in 2025 for aggravated assault, strangulation, reckless endangering and criminal mischief. The City of Philadelphia ignored an ICE detainer. He is now in ICE custody pending removal.

The agency arrested Cambodian criminal illegal alien Samko Ouch in South Philly on Feb. 18. Ouch was convicted for homicide, robbery, carrying firearms, and controlled substance violations. ICE revoked his release and he is now in ICE custody pending removal from the U.S.

On Feb. 13, ERO Philadelphia arrested Uzbekistan illegal immigrant Damir Valikhodjaev, after sanctuary county Bucks, Pa., ignored an ICE detainer and released him. He entered the U.S. illegally in 2021 and is currently facing local charges including strangulation. He remains in ICE custody.
