U.S. Immigration and Customs Enforcement has lodged a detainer request for an illegal alien so he’s not released back on the streets in Charlotte, North Carolina, after he confessed to murdering two men.
According to the U.S. Department of Homeland Security, Angelvis Jesus Quintero Fernandez, 22, entered the U.S. illegally in 2023 using the CBP One app, which the Biden administration used to process asylum seekers at border ports of entry. Fernandez now faces felony charges for murder in two separate shooting deaths this year in the city.

“Because of the Biden administration’s disastrous CBP One app, this illegal alien was allowed to come into the country and commit these murders,” DHS Acting Assistant Secretary Lauren Bis. “We are calling on Charlotte sanctuary politicians to commit to not releasing this murderer from jail back into our comminutes.”
“We need cooperation from sanctuary jurisdictions to make America safe again,” she added. “No one wants this murderer in their communities.”
WSOC-TV reported that Fernandez shot Ludvin Guzman Morales, 44, in January. Some of the bullet casings found at the crime scene were used to connect Fernandez with the fatal shooting of Luis Gutierrez Mora earlier this month.
The Charlotte-Mecklenburg Police Department arrested Fernandez, who’s originally from Venezuela, on March 23. He confessed to shooting both victims.

Fernandez is facing charges of “first degree murder, attempted first degree murder, assault with a deadly weapon with intent to kill inflicting serious injury, possess stolen firearm, and felony conspiracy,” DHS said.
The Center for Immigration Studies lists Mecklenburg County where Charlotte is located as having “sanctuary” policies or practices in place that obstruct local law enforcement for working with ICE on immigration enforcement.
President Donald Trump’s administration has long accused the county of failing to honor detainer requests dating back to his first term in the White House.
