Illegal immigrant accused of raping three siblings in Ohio, indicted on more than 30 counts

A Guatemalan national living in Clermont County, Ohio, has been charged with more than 30 counts of rape for allegedly sexually abusing three minor siblings.

Samuel Ramirez, 45, was arrested on March 7 following an investigation by the Clermont County Sheriff’s Office, which led to the grand jury indictment this week.

Ramirez was indicted on 32 counts of rape and one count of gross sexual imposition and arraigned on the charges Wednesday, March 18.

The investigation began on March 7 after a child reported being the victim of a prior sexual assault. Staff at Clermont Mercy Hospital contacted Clermont County Child Protective Services and deputies at the sheriff’s office, local outlet WLWT 5 News reported.

According to the Clermont County Sheriff’s Office, the child disclosed the information to hospital staff while receiving treatment for unrelated injuries. Detectives arrived at the hospital and spoke to the victim.

The juvenile told investigators that she and two siblings had recently learned that each of them were sexually assaulted by Ramirez. The victims alleged that Ramirez abused them between the ages 9 and 14 years old, according to the sheriff’s office.

Detectives interviewed the two additional victims who disclosed similar details to corroborate the initial victim’s statement. The sheriff’s office did not provide additional details on the case or when, where and how often the sex crimes allegedly occurred.

The investigation and victims’ accounts led to this week’s grand jury indictment on multiple counts of first-degree rape and third-degree gross sexual imposition.

WCPO 9 News reported that Prosecutor Christina Dattilo said the alleged victims lived in the home with Ramirez.

“There are either seven or eight children also living in that home. So, we would ask that there to have no contact with the victims, no contact with any minors,” Dattilo said during this week’s court hearing.

Under Ohio law, rape is a first-degree felony that can carry lengthy prison sentences, while gross sexual imposition is a separate offense that can be charged as a third- or fourth-degree felony, depending on the facts of the case, according to local reports.

Ramirez reportedly lives in Batavia Township east of Cincinnati. He denied any wrongdoing but told investigators he is a Guatemalan citizen who is in the country illegally.

He was arrested and held on a $500,000 bond at the Clermont County Jail. U.S. Immigration and Customs Enforcement lodged an arrest detainer against him.

The U.S. Department of Homeland Security ran a check of his background and said the agency has “no prior records or documented interactions associated with Ramirez.”

Ramirez wasn’t the only alleged sexual predator indicted by the Clermont County Grand Jury. WCPO 9 News reported 13 people in Clermont County were indicted on various sex crimes, including serious crimes against children, Prosecutor Mark Tekulve announced Wednesday.

The charges include rape of multiple children under the age of 10, violent sexual assaults against children as young as infants and possession of child sexual abuse material.
