A California woman who was stalked and then shot and killed by an illegal immigrant is the latest victim of the Biden administration’s open border policies.
The suspected stalker, Rohit Rohit, illegally entered the country from India in 2023 and was released by U.S. Border Patrol. The 22-year-old Rohit was a DoorDash delivery driver who had been harassing and stalking the victim for nearly a year, authorities said.
Rohit fatally shot the woman, 38-year-old Shalini Thakur, Sept. 8 outside a Panera Bread in Sacramento, California, after violating a restraining order.
Thakur had been dropped off and was in a shopping center parking lot when Rohit approached her. She tried to run away, but he chased after her, pulled out a gun and shot her multiple times, the U.S. Department of Homeland Security said.

He then shot her in the head before getting in his car and driving away. Minutes later, local police located Rohit’s vehicle before he slammed on his brakes and died from a self-inflicted gunshot wound.
“This tragedy would have been completely avoided if it weren’t for the Biden Administration RELEASING this killer into our country,” DHS officials said. “Sanctuary politicians must put an end to reckless policies that play Russian roulette with American lives.”
Following the shooting, the Sacramento County Sheriff’s Office said Rohit’s behavior had escalated before he killed the woman outside a Panera Bread, according to KCRA 3 News.
Surveillance footage captured the murder and shows Rohit running after the woman and gunning her down.
“Horrific,” Sheriff Jim Cooper said of the killing. “This young lady was chased down and gunned down, and then he stands over her and executes her. Unbelievable.”
A witness took a picture of the suspect’s vehicle and called 911. Authorities used the Flock license plate reader system to locate his vehicle within minutes on a nearby highway.
According to Thakur’s family, she knew Rohit as a DoorDash delivery driver who would park outside her home for hours and talk to her on a daily basis, ABC10 reported.
The outlet spoke to Thakur’s mother, Sudesh Kumari, who described her only child as a “selfless and beautiful person.” She believes the system failed her daughter.
Thakur had two small dogs that were like children to her and now need a home, ABC 10 reported.
“She could have been saved,” her mother said. “She told police so many times. She called them, but nobody did anything.”
ABC 10 obtained a copy of the restraining order she obtained in May. In her own words and handwriting, Thakur wrote that the stalking began in September 2025 and he continued to send unsolicited gifts to her home.
Thakur said Rohit tried to coerce her into marriage and prevent her from socializing with others. He also threatened to shoot himself or anyone that she met.
In January, the victim found an Apple AirTag under the hood of her car, FOX40 reported.
In another incident, he deflated the woman’s vehicle tires and followed her to work so he could pretend to offer her help.
He also obtained a copy of her apartment key and entered her home as she slept, SCSO said.
Out of concern for her safety, deputies encouraged her to obtain a restraining order.
“Deputies and detectives remained concerned for her safety and remained in contact with the victim for the next few months,” a spokesperson with the sheriff’s office said in a release.
Thakur reported a restraining order violation on July 29 after Rohit dropped off random grocery items at her front door, the SCSO said.
DoorDash confirmed to ABC10 that Rohit was a Dasher.
“DoorDash has absolutely zero tolerance for violence or harassment of any kind and our thoughts are with those affected by this horrible tragedy,” a company spokesperson said.
The local California stations that reported on the murder did not mention Rohit’s immigration status.
Rohit crossed the border through Arizona in August 2023. After encountering Border Patrol, he was released as part of the Biden administration’s catch-and-release policy, Fox News reported.
Rohit is among thousands of migrants, and by some estimates, millions, who were allowed into the United States under Biden’s DHS after they were given a court date to appear before a judge.
In addition, Gov. Gavin Newsom and California’s sanctuary policies encourage illegal immigrants to remain in the state and restrict state and local law enforcement from cooperating with immigration officials to remove them.
