A Jamaican national wanted for murder in his home country and identified as a member of a violent gang was arrested in Florida after he dragged a state trooper with his vehicle during a targeted traffic stop, federal authorities said Tuesday.
Ragar Mandela Allen, 32, was taken into custody March 31 by U.S. Immigration and Customs Enforcement officers and the Florida Highway Patrol in Jacksonville. A documented member of a Craig Town Gang, Allen, who has a violent history, was previously deported in 2022, after attempting illegal entry near San Ysidro, California. Yet, authorities say Allen re-entered the U.S illegally while fleeing a murder charge in Jamaica.
According to federal authorities, a Jamaican attaché notified ICE on March 27 that Allen had skipped town and illegally re-entered the United States. On March 31, Florida Highway Patrol and ICE conducted a targeted vehicle stop, where they found Allen in possession of narcotics and a stolen handgun.

Video footage shows that’s when Allen attempted to flee by weaponizing his vehicle and dragging a Florida Highway Patrol trooper into a fence.
“This gang member wanted for murder in his origin country is out of our communities because of ICE and our Florida partners,” said Acting Assistant Secretary Lauren Bis.
Noting a more than 1,300% increase in assaults and a 3,300% increase in vehicle attacks on officers, Bis said: “Thankfully, the officer is expected to make a full recovery.”
Allen now faces multiple felony charges, including aggravated battery on a law enforcement officer, felony fleeing and eluding, possession of a stolen firearm, illegal re-entry and alien in possession of a firearm.
ICE has lodged a detainer with Duval County authorities, with Bis adding: “The arrest of this fugitive murderer would not have been possible without the help of our Florida law enforcement partners.”
DHS said it is working with the US Attorney’s Office and the Florida Attorney General to prosecute Allen on “multiple felony charges.”
The case comes amid multiple legislative efforts by Florida Democrats, targeting federal cooperation. Despite the brutal murder of a Fort Myers woman, Democrats at the state and local levels have continued to push for sanctuary-style policies ahead of the midterms.
Responding to a June effort, A.G James Uthmeier said: “Florida is proud to be the Trump admin’s number one partner on immigration enforcement, and local officials will not impede enforcement of the law!”
This morning, the Office of Statewide Prosecution sent a criminal subpoena to the Deegan administration in Jacksonville.

One local resident, expressing gratitude for Jacksonville’s elected Sheriff, issued a reminder that Mayor Donna Deegan, a Democrat, is currently under investigation for impeding immigration enforcement.
