U.S. Immigration and Customs Enforcement announced the arrest of five criminal illegal aliens in Minnesota as part of ongoing enforcement operations targeting individuals convicted of serious, violent, and sexual crimes. Federal officials said the arrests reflect a continued focus on removing public safety threats from American communities.
Assistant Secretary Tricia McLaughlin said DHS law enforcement officers were actively operating in Minnesota to apprehend offenders with extensive criminal histories. “DHS law enforcement is on the ground in Minnesota arresting criminal illegal aliens and removing these heinous monsters from Minnesota streets,” McLaughlin said. She added that recent arrests included individuals convicted of murder, sexual assault, and child abuse, and emphasized the importance of cooperation between local jurisdictions and federal authorities.
McLaughlin also said the enforcement actions align with broader federal priorities. “The American people gave President Trump a mandate, and that was to make America safe again by removing public safety threats from our streets and neighborhoods,” she said, noting that ICE officers continue to prioritize arrests of criminal illegal aliens nationwide.
The following individuals were among those arrested:
Phourathekesone Littana – Laos
Littana, a criminal illegal alien from Laos, was convicted of rape and sexual assault.
Javier Gutierrez – Nicaragua
Gutierrez, a criminal illegal alien from Nicaragua, was charged with multiple offenses, including first-degree sexual assault involving a victim under 16, second-degree sexual assault involving a minor with whom he had a significant relationship, and felony possession of controlled substances.
Nghia Van Vu – Vietnam
Vu, a criminal illegal alien from Vietnam, was convicted of sexual assault, failure to register as a sex offender, homicide by negligent manslaughter, and a conditional release violation.
Thao Pao Xiong – Laos
Xiong, a criminal illegal alien from Laos, has convictions for fleeing a peace officer in a motor vehicle, theft and auto theft, drug possession, terroristic threats, burglary-related offenses, domestic abuse, identity theft, firearms violations, and first-degree recklessly endangering safety.
Ramos Ciprian Gutierrez – Guatemala
Gutierrez, a criminal illegal alien from Guatemala pictured above, was convicted in Dallas County, Texas, of aggravated sexual assault and indecency with a child.
ICE officials said the arrests underscore ongoing efforts to identify and remove criminal illegal aliens with extensive records of violent and sexual offenses, emphasizing that enforcement operations will continue in Minnesota and nationwide as part of the agency’s public safety mission.
